The HBPA and AGCO have been in consultation regarding the 14-day rule which came into effect in late November to protect the health and welfare of all thoroughbreds racing at Woodbine Racetrack.
At that time, the AGCO immediately implemented safety measures in response to the unfortunate increase in catastrophic equine injuries. These measures were put in place to ensure the remainder of the 2024 racing season could be completed safely for everyone.
On November 30th the AGCO released Thoroughbred Ruling Number 2931297, wherein Woodbine Racetrack was directed to implement the following measures, effective immediately:
1. The Race Office shall not accept entries for horses that have:
Raced within the previous 14 calendar days; or
Received an intra-articular fetlock injection within the previous 14 calendar days.
Any horse that has been drawn in to race less than 14 calendar days from its last race shall be deemed ineligible and shall be scratched by the Stewards.
An Official Veterinarian must be present and observe horses during all morning training.
A horse on the Veterinarian's List cannot work until its Trainer and private Veterinarian observe it jogging within 48 hours before the work and submit a co-signed statement that the horse is fit and sound to the Official Veterinarian. The horse must then be examined by the Official Veterinarian before being permitted to work
Effective Monday January 27, 2025, the above measures have been revoked and replaced with the following
until further notice:
The Race Office shall not accept entries for horses that have received an intra-articular fetlock injection within the previous 14 calendar days.
An Official Veterinarian must be present and observe horses during all morning training.
A horse on the Veterinarian's List cannot work until its Trainer and private Veterinarian observe it jogging within 48 hours before the work and submit
Please note the 14-day entry rule has been rescinded. Be assured the HBPA, Woodbine, Fort Erie and AGCO will continue consultations to find the best course of action to ensure equine safety for the upcoming 2025 racing season.
